Keizer City Television (K23 TV) replaced aging first-generation NDI PTZ cameras with four Telycam Vision+ N3 cameras featuring 30x optical zoom.

The broadcaster covers live city council meetings and municipal activities for the City of Keizer, Oregon.

Goals of the Upgrade

KeizerTV aimed to improve visual quality, including color accuracy, exposure, and sharpness. Existing cameras with 1920×1080 resolution had focus drift issues. The station also wanted more cameras for wider coverage and greater optical zoom to capture close-ups across the council chambers.

Two Telycam cameras are positioned at the back of the council chamber for close-up and wide shots of the main dais. The other two are placed on the sides to cover participants in offshoot wings and the public speaking area. This setup provides comprehensive coverage for all council sessions.

IP-Based Workflow and Streaming

The cameras connect to a Vizrt TriCaster TC1 production switcher using NDI HX3. Broadcasts air on Comcast and are streamed live on Facebook and YouTube in both English and Spanish. Spanish audio is added via a separate TriCaster Mini, fed by the NDI program output to a translation room.

Initially, camera control was via the TriCaster TC1 joystick, but this setup was cumbersome. A dedicated Telycam V-Joy+ AT controller was added, allowing fast camera selection, pan, tilt, and zoom control for efficient production.

Results and Feedback

The Vision+ N3 cameras met all goals, offering high-quality video, fast auto-focus, and manual aperture control for depth of field adjustments. KeizerTV staff praised the cameras for precise movement, reliable focus, and overall improved production quality.
