Municipal broadcaster K23 TV, which serves the City of Keizer, Oregon, has integrated PTZ cameras from Telycam to improve the visual quality of its live broadcasts of city meetings.

The channel, managed by Ambition Pictures, provides coverage of city council, planning commission, and other public sessions from the Keizer City Hall.

Upgrade Objectives

In the summer of 2025, KeizerTV initiated a project to replace its older NDI PTZ cameras. The primary goals were to enhance video quality, specifically in color reproduction, exposure, and sharpness, moving beyond their existing 1920×1080 HD resolution. The station also aimed to increase the number of cameras for more thorough coverage and to obtain a greater optical zoom range for better close-up shots within the council chambers.

Following a recommendation from reseller Mid-Valley Media, K23 TV selected and installed four Telycam Vision+ N3 cameras with 30x optical zoom. The cameras are strategically placed to cover the main dais and side wings of the council chambers, as well as the area for public speakers. The cameras operate within an IP-based workflow using the NDI HX3 standard, connecting to a Vizrt TriCaster TC1 Pro production switcher. The live feed is broadcast on television and streamed on the city’s social media channels in both English and Spanish.

Operational Control and Results

To streamline camera operation, K23 TV added a dedicated Telycam V-Joy+ AT controller, allowing for more efficient camera selection and movement than the integrated controls on their production switcher. The new Telycam cameras have successfully met all of the station’s objectives. The production team reports significant improvements in video quality, including better depth of field control and fast, precise auto-focusing, which ensures subjects are in focus by the time the camera is selected for the live feed.
